Invitation to participate to the public works procurement procedure at the Consulate General of Romania in Manchester

 

 

The Consulate General of Romania in Manchester organises a public works procurement procedure - competitive negotiation - for fitting and refurbishing the premises situated at Abbey House, Booth Street, Manchester, M2 3LW (ground floor and first floor).

 

The main works to be carried out are the following:

- partitioning of the open floor space (waiting room for the public, service area, window counters, offices, protocol spaces, archive, etc.) by supplying and installing lightweight stud partitions,  secured glass or modular walls, as appropriate, according to the fitting plans. The walls in the archive room and the technical room will be fire resistant;

- special works on the walls with window counters fitted with anti-burglary glass and document exchange drawers;

- supplying and installing the doors (anti-burglary, anti-fire, etc.);

- supplying and installing the sanitary ware (kitchen and disabled accessible WC) with appropriate adaptation of water and sanitation facilities;

- supplying and installing the floor;

- designing and executing the electrical installation of the space and installing all necessary sockets and switches, including obtaining approvals from the competent authorities;

- verifying and making necessary changes to the lighting, air-conditioning and anti-fire installations according to the new partitioning of the premises;

- supplying and installing floor tiles and wall tiles in the ground floor WC and in the kitchen;

- installing the kitchen facilities, supplying and fitting the kitchen furniture;

- cleaning up and painting the new walls space;

  • supplying and installing the flags support and the official signs on the front of the building.

 

The total area of the leased premises is approx. 10,500 square feet (990 sq. m). Design for works / installations is also required. The site management will be provided by OBI Property Ltd.

 

A single works contract will be concluded with a company that will have to execute (with its own staff and possibly with subcontractors) all the tendered works. Part of the cost of the works will be covered by the owner of the building - Booth Street Property Company Limited.

 

The tender procedure will take place in several stages, respectively:

1. Submission the letters of intent and qualification documents and selection of candidates, by applying the qualification and selection criteria (the ability to deliver professional activity, economic and financial situation, technical and professional situation);

2. Submission of initial offers by the candidates selected during the first stage and assessment of their compliance with the minimum requirements set out in the tender documentation;

3. Negotiation to improve the initial offers;

4. Submission of final offers and their evaluation, by applying “the lowest price” award criteria.

 

Interested companies will send by post or by e-mail, until 04.06.2018 (the last day of receipt), a request for participation / letter of intent accompanied by the documents proving the fulfilment of the qualification criteria, as follows:

1. the ability to deliver professional activity - relevant documents to prove the form of incorporation / registration of the company and the fact that it can carry out construction works on the territory of the United Kingdom.  Interested companies may present copies of the certificates issued by Companies House or any equivalent document indicating the full name, registered office,

authorised persons / administrators.

2. the economic and financial situation

- statement from the company regarding the financial situation and evidence of professional risk

insurance or any other equivalent document;

- a document showing the total business turnover of the candidate for the previous fiscal year.

Only companies that have had a turnover of GBP 350,000 in the past year can submit offers.

3. Technical and professional capacity

- a statement from the company including a list of the works carried out during the last 2 years;

- references from two customers for whom the company has performed similar works.

Only the selected companies will receive, in the next stage, the technical tender  documentation and will submit the initial price offer for the works.
